River City Housing transformed a Clifton neighborhood landmark, the 1892 Franklin School into 12 apartments for low/moderate income senior citizens. Following historic preservation guidelines guaranteed keeping the schoolhouse’s original charm. Meeting our desire for comfortable, energy-efficient, attractive and secure senior living space matched new practicality to the original charm. The result is one of the most unique apartment facilities in the area.

Residents must be age 55 or older and meet income guidelines.

The apartments adjoin the United Crescent Hill Ministries new home, which allows Franklin School Apartment residents have easy access to free lunch Monday through Friday, regularly scheduled social activities, a computer lab, and an exercise room to use after the twice-weekly coffee and donuts in the morning.

Commonwealth Bank and Trust is the investor in the Franklin School Apartments development. This investment was made possible with the use of Low Income Housing Tax Credits through the Kentucky Housing Corporation and Historic Rehabilitation Tax Credits. A lower interest mortgage on the property was possible through the Federal Home Loan Bank of Cincinnati. In addition, U.S. Department of Housing and Urban Development (HUD) HOME funds were awarded to this development through the Louisville Metro Housing and Community Development Department.
