Funding for River City Housing development comes from

US Department of Housing and Urban Development (HUD) HOME program, administered locally by the Louisville Metro Housing and Community Development Department
Commonwealth Bank and Trust and the Louisville Community Development Bank which provide favorable rates on construction loans

Funding for the Franklin School Apartments
Commonwealth Bank and Trust is the investor in the development. This investment was made possible with the use of Low Income Housing Tax Credits through the Kentucky Housing Corporation and Historic Rehabilitation Tax Credits.

A lower interest mortgage on the property was possible through the Federal Home Loan Bank of Cincinnati. In addition, U.S. Department of Housing and Urban Development (HUD) HOME funds were awarded to this development through the Louisville Metro Housing and Community Development Department.
